Proposed Federation

Dear Parents
Following discussions between the Governing Bodies of Beacon Hill High School (Business and Enterprise College) and Bispham High School (Performing Arts College) it has been agreed to consult parents, pupils, staff and community about the two schools becoming a Hard Federation.
A hard federation means that the two schools will have one Governing Body which will be responsible for the leadership and development of the schools. The Governing Bodies believe that the hard federation will improve the opportunities available to students and staff at the schools. The enclosed sheet gives further information about federations.
The consultation for this process will be from 1st June 2009 until 12th July 2009.
There will be a meeting on Tuesday 2nd June at 5:30pm at Beacon Hill School (at 7pm at Bispham High School) at which you will be able to hear more about a Hard Federation and express your views.

PROPOSALS TO FEDERATE Beacon Hill High School (Business & Enterprise College) and Bispham High School (Performing Arts College)
In accordance with The School Governance (Federations) (England) Regulations 2007 the Governing Bodies of Beacon Hill High School (Business & Enterprise College) and Bispham High School (Performing Arts College) have given preliminary consent to federate the two schools.
The proposal is to establish one Governing Body consisting of twenty six governors:
- Eight Parent Governors (four from each school)
- Six Staff Governors (three from each school)
- Four Local Authority Governors
- Four Community Governors
- Four Sponsored Governors
The current teaching staff structure of the schools will be retained in the newly federated schools and will be regularly reviewed and when necessary amended when required.
The proposed date of the federation is the 1st August 2009 and the newly formed Governing Body will be the Admissions Authority for both schools.
The Governing Body of both schools welcomes comments and written representations on these proposals. These should be sent to Ann Dixon, Clerk to Governors, Governors, Services, Progress House, Clifton Road, Blackpool FY4 4US by the 12th July 2009.
